Our Story

STOP Harlow North was founded in early 2004 when residents first learned of plans by Ropemaker Properties to develop a vast area of green belt land to the north of Harlow, Essex. What began as a small group of concerned neighbours has grown into one of the most persistent and well-organised community campaigns in the East of England.

Over the past two decades, we have evolved from a purely reactive protest group into a sophisticated campaigning organisation. We engage with planning policy at the local, county, and national level; commission independent technical reports on transport, ecology, and flooding; and maintain a visible public presence that keeps this issue on the political agenda.

Our strength has always been our grassroots base. We are not a professional lobbying firm. We are local residents who believe that the democratic planning process should respect the wishes of established communities and protect the strategic green belt for future generations.

2004
Group Founded
Residents form STOP Harlow North after Ropemaker Properties submits initial proposals for development north of Harlow. First public meeting attracts over 200 people.
2006
First Planning Inquiry
We present evidence at a major public inquiry. Independent transport experts demonstrate that the developer's traffic modelling significantly understates impact on the M11 corridor.
2010
Green Belt Review
The draft Local Plan designates the area as green belt. We successfully lobby to strengthen the policy wording, making future development more difficult to justify.
2015
Scale of Threat Increases
Revised proposals emerge seeking permission for over 10,000 new homes. We commission ecological surveys revealing protected species habitats within the application boundary.
2019
Legal Challenge
We launch a crowdfunding campaign to fund a judicial review of the council's screening opinion. The case generates national media coverage and brings new supporters to the campaign.
2022
Infrastructure Assessment
Independent analysis reveals that local NHS trusts and schools lack capacity to serve the proposed population. Our report is cited by the Local Government Association.
2024
20th Anniversary
STOP Harlow North marks twenty years of continuous campaigning. A survey shows 78% of Harlow residents oppose the development when presented with the full facts.
2026
Current Campaign
We are now scrutinising the latest draft Local Plan and preparing a detailed response. Our legal team is on standby should the council recommend allocation of the site.
